Title 50 › Chapter 13— INSURRECTION › § 210
It is a crime for any U.S. officer, sutler, soldier, marine, or other person to bring, send, move, sell, or otherwise dispose of goods in a State declared to be in insurrection unless they have a presidential license under this law. It is also a crime to lie to get that license, to use a license to move or sell different goods than allowed, to break the license or Treasury rules, or to embezzle, willfully take public or private money or property, keep false accounts, or make false reports. A person who does any of these things is guilty of a misdemeanor, can be fined up to $5,000 and jailed up to three years, and can be tried in any civil or military court that has authority to hear the case.
