Title 50 › Chapter 13— INSURRECTION › § 212
The President must seize and confiscate property that is used to help an insurrection, but only after the President issues a proclamation saying the laws are being opposed and enforcement is blocked by groups too strong for courts or marshals. If anyone — or their agent, attorney, or employee — buys, sells, gives, acquires, uses, or allows property to be used to help people resisting the laws, that property can be lawfully captured or seized wherever it is found.
