Defines key words used in this chapter. Appropriate congressional committees means the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs, and when a report requires it, the Senate Select Committee on Intelligence and the House Select Committee on Intelligence. Enemy means any country, government, group, or person that has taken part in fighting against the United States, even if the fighting was not legally authorized. Person means a natural person or any corporation, partnership, other legal entity, organization, association, or group. Spoils of war means movable enemy property that was lawfully captured, seized, confiscated, or found and that became United States property under the laws of war.
