Title 50 › Chapter 13— INSURRECTION › § 221
If the President decides customs duties cannot be collected in a district because of the problems covered by nearby rules, the President can close that port of entry and must announce the closing publicly. While the port is closed, all import, warehousing, and related port privileges stop until the President reopens it when the problem ends. Any foreign ship, or any vessel carrying goods that must pay duty, that tries to enter a closed port will be seized by the government, including its gear, equipment, and cargo.
