The President must act right away to strengthen the federal ability to prevent and respond to terrorist attacks involving weapons of mass destruction and to give stronger support to state and local emergency responders. By January 31, 1997, the President must send Congress a report that assesses federal prevention and response abilities and support for states, lists needed improvements, and explains steps to get them, including extra funding and new legal authority.
