The Secretary of Defense, working with the Commissioner of U.S. Customs and Border Protection, must run programs to help customs and border guards in the independent states of the former Soviet Union, the Baltic states, and other Eastern European countries stop illegal transfers of nuclear, biological, and chemical weapons and related materials. Help can include training, expert advice, equipment support, and audits. The Secretary may do the same work in other countries if a significant threat exists. Aid may be given to a newly independent former Soviet state even if other laws block assistance, but only after the President certifies to Congress that it is in the national interest.
