Summary

The Secretary of Energy, working with the Secretary of Defense, must make a joint program with Russia to stop making weapons-grade plutonium by changing or replacing the reactor cores at Tomsk–7 and Krasnoyarsk–26 so the reactors are less able to produce weapons plutonium. The work must be finished within three years after it starts. The plan must give step-by-step actions, clear milestones, and cost estimates. Within 180 days after September 23, 1996, the Secretary of Defense must send Congress the program plan, the yearly U.S. funding needed, and a comparison of this program’s benefits with other nonproliferation programs.
