The Administrator for Nuclear Security must run a joint program with the Russian Federation to research, develop, and show technologies that protect people from and help respond to nuclear or radiological terrorism. The work must include research on detecting, identifying, assessing, controlling, and disposing of radiological materials that could be used for terrorism. Where possible, the program must demonstrate to other countries response and disposal technologies, methods to assess threats from sources noted in the DOE Inspector General report "Accounting for Sealed Sources of Nuclear Material Provided to Foreign Countries" (DOE/IG–0546), methods to help set up licensing and control rules (with the Nuclear Regulatory Commission), and methods to help screen international transfers (with the Office of Environment, Safety, and Health). The Administrator must consult with the Secretaries of Defense, State, and Commerce, and with the International Atomic Energy Agency. Up to $15,000,000 from the funds authorized under section 3101(a)(2) for DOE/NNSA defense nuclear nonproliferation may be used for this program.
