The President must pick one person in the White House to be the National Coordinator for Nonproliferation. Working under the National Security Council, that person must advise the President on stopping the spread of weapons of mass destruction (including terrorism, arms control, and organized crime), lead the NSC Nonproliferation Committee, and make sure U.S. nonproliferation research is coordinated. $2,000,000 is available to the Department of Defense to carry out that research.
