Congress says a coordinating body should be created to keep U.S. public and private programs in the independent states of the former Soviet Union from working at cross-purposes and to make U.S. spending more effective for national security. Congress finds U.S. efforts have helped keep weapons, materials that could be used for weapons, and the know-how to build them away from terrorists and hostile states, but poor coordination among U.S. agencies has hurt results. It also finds that growing U.S. private spending—especially job programs for unemployed Russian weapons scientists and technicians—helps these efforts.
