Congress urges the Secretary of Defense, the Secretary of Energy, the Secretary of the Treasury, and the Secretary of State to, when the law allows, contract directly with suppliers in the independent states of the former Soviet Union if doing so would both save significant money and significantly speed up the programs listed in subchapter III. They should also look for new or creative contracting methods to avoid delays and make those programs and their use of these authorities more effective.
