The Administrator must make rules for who can get information on Administration computers. Anyone given access must sign written consent letting authorized investigative agencies inspect any Administration computer they used for work and for three years after access ends. Users must not expect privacy, even under other laws (including the Electronic Communications Privacy Act of 1986). Authorized investigative agency: an agency that does counterintelligence or vets people for classified access.
