The Administrator must make rules so the Administration plans and spends money using sound financial practices. Each year the Administrator must write a three-year plan for funds the President asks Congress to approve: the budget year and the two years after. For every program and construction item, the plan must set a yearly goal for committing money, shown as a percent of the total requested for that item. When the President’s budget goes to Congress each year, the Administrator must send that plan and a report on earlier plans. The report must say for each past goal whether it was met. If a goal was not met, it must explain why and say how the Administrator will meet or change the goal.
