The Administrator must send a report every half of the fiscal year to the Senate and House Armed Services Committees about funds for the Administration’s defense nuclear nonproliferation programs. Each report covers one half of a fiscal year (a "fiscal half") and must be sent within 30 days after that half ends. For each program with money that year, the report must show three things: the total available at the start of the fiscal half and, within that total, the amounts not yet committed, not yet obligated, and not yet spent; the total newly made available during the fiscal half and how that new money arrived (appropriations, transfers, reprogrammings, or other methods); and the total available at the end of the fiscal half with the same breakdown of not committed, not obligated, and not spent.
