The Secretary of Energy can make deals with other countries or international groups to get verified information about the physical traits of radioactive material made, used, or stored at different sites. The Secretary of State must agree, and the Secretaries of Defense and Homeland Security and the Director of National Intelligence must be involved. The deals must also let the United States access that information after a nuclear explosion or if a nuclear device or nuclear material is found or intercepted.
