The Secretary of Energy may move money that was approved for DOE national security work to other federal agencies or to other DOE national security accounts so that the work can be done. Money moved can be combined with the receiving account and used for the same purposes and during the same time period. No more than 5 percent of any DOE national security account may be moved, and no account can go up or down by more than 5 percent because of a move. Money can only be shifted to higher‑priority national security needs, never to pay for something Congress specifically refused to fund, and the Secretary must promptly tell the congressional defense committees about any transfer.
