By February 1 each year, the Secretary of Energy must send the congressional defense committees a report on money spent in the previous fiscal year under the Department of Energy Laboratory Directed Research and Development Program. The report must let people assess how those activities support the Department of Energy's national security mission. For plant-directed R&D (work chosen by a nuclear weapons production facility director), the report must show spending by each such facility, the percentage of each facility’s R&D that is plant-directed, and each facility’s plan to increase the availability and use of plant-directed funds. The officials who oversee those funds must prepare the report and explain the criteria they used to decide if the activities support national security.
