The Secretary of Energy must create a university program at a place that best brings together national laboratories, colleges and universities, and industry. The program must help move science and engineering forward for key Department of Energy defense and national security work. Congress found three things: keeping U.S. science and engineering skills is vital to long-term national security and DOE defense work; involving universities in long-term research will help solve future technology challenges for those programs; and better teamwork among labs, schools, and industry will make DOE missions more successful.
