The Administrator must not create, run, manage, or help run a program inside the Administration that would do long-term national security research and development to expand the Department of Energy’s role in biodefense. That rule does not stop a bioassurance program from being set up in other parts of the Department of Energy or in another federal agency. It also does not stop the Administration from using its resources, including national security labs or nuclear weapons facility sites, to help such a program if the work is paid for by a non-DOE entity and does not get in the way of the lab’s or facility’s mission.
