The Administrator may run or allow use of passenger carriers (like buses, vans, trains, boats, planes, or similar vehicles) to move contractor employees between their covered facility and a mass transit stop when doing so helps the Administration carry out its mission under section 2401. Managers who run covered facilities (Management and Operating contractors) may, if they want, send a plan through their contracting officer to offer these transportation services. The Administrator will review those plans and can approve them if they show how the service helps the mission, is economical and helpful to the federal government, lists the benefits and how costs will be tracked, and explains how it will cut traffic, shorten commutes, and help hire and keep workers. Plans can cover parking, road work, buying property, the transport service itself, or commuter cost-deferral payments. The Administrator can let the Senior Procurement Executive approve plans and may reimburse contractors from Administration funds. The program should use alternative-fuel vehicles when practical, must support the mission, and travel time on these rides does not count as work hours for contractor employees. Definitions: contractor employee — an employee of a Management and Operating contractor or any subcontractor; covered facility — an Administration facility that supports the mission under section 2401; Management and Operating contractor — the contractor that runs a covered facility; passenger carrier — a motor vehicle, aircraft, boat, train, or similar transport owned, leased, or provided by the Federal Government or its contractors.
