Title 50 › Chapter 43— PREVENTING WEAPONS OF MASS DESTRUCTION PROLIFERATION AND TERRORISM › Subchapter I— PROLIFERATION SECURITY INITIATIVE › § 2911
Congress asks the President to expand and strengthen the Proliferation Security Initiative the President announced on May 31, 2003, and to take specific steps to do so. The President should issue a directive telling U.S. agencies to set clear PSI roles and structures, include PSI funding in each agency’s yearly budget request, and give the resources needed for better performance. The U.S. should increase cooperation with other countries and create a way for PSI partners to coordinate and comply. The Departments of Defense and State must follow the September 2006 GAO recommendations to set clear policies, improve communication and record keeping, measure results, and make a plan to help partner countries fix problems that block successful stops of illicit shipments. Each year the President plans PSI work, the budget request for each participating agency must describe the money and activities requested. Not later than 180 days after August 3, 2007, the President must report to the House and Senate Armed Services and foreign affairs committees on steps taken and progress. The GAO must report to Congress on PSI progress and effectiveness for fiscal years 2007, 2009, and 2011.
