The United States must remove barriers so money for stopping the spread of weapons of mass destruction (WMD) and related terrorism can be spent quickly and in full, following the 9/11 Commission’s recommendations. To do this, the government will use steps like changing laws that limit spending, expanding the Proliferation Security Initiative, creating an Office of the U.S. Coordinator for the Prevention of WMD Proliferation and Terrorism under subchapter III, and creating the Commission on the Prevention of WMD Proliferation and Terrorism under subtitle E. Congress expects funds authorized for these programs under this subchapter to be used promptly.
