Title 50 › Chapter 44— NATIONAL SECURITY › § 3002
Creates a single, wide program to keep the United States safe and to set how the government runs national security. It makes a Department of Defense that includes the Army, the Navy (with naval aviation and the Marine Corps), and the Air Force, all under the civilian Secretary of Defense. Each service has its own Secretary and organization. The services stay separate and are not merged, and there is not one overall Chief of Staff for all the armed forces. Requires clear, unified combatant commands with a direct chain of command. It puts overall control of things like research and engineering with the Secretary of Defense to cut down on duplication. The goal is more effective, efficient, and economical management and to make land, sea, and air forces work together as a team.
