Creates a Civil Liberties Protection Officer inside the Office of the Director of National Intelligence. The Director appoints this officer, and the officer reports straight to the Director. The officer must make sure civil liberties and privacy are built into policies and actions for the Office and other intelligence parts in the National Intelligence Program. The officer checks that the Office follows the Constitution, laws, executive orders, and rules about privacy and civil liberties. They review complaints or signs of abuse and investigate when needed, and can send cases to the appropriate Office of Inspector General. The officer also watches how technology and data are used, makes sure records covered by the Privacy Act follow fair information rules, does privacy impact assessments when required, and carries out other duties the Director or law gives.
