Title 50 › CHAPTER 44 — NATIONAL SECURITY › SUBCHAPTER I — COORDINATION FOR NATIONAL SECURITY › § 3034d
Creates a National Intelligence Management Council inside the Office of the Director of National Intelligence. The council is made up of senior intelligence officials and experts from outside government. Members are chosen by and report to the Director of National Intelligence and can be removed by the Director. The Director will set security rules for private-sector members, contractors, and their employees to protect intelligence sources and methods while avoiding unnecessary intrusive requirements when possible. Members must work together and with other parts of the intelligence community to reduce duplication and improve coordination. They give joined-up input on planning, programming, budgeting, and evaluations. They help coordinate collection, counterintelligence, and analysis; develop strategies linked to budgets; advise on the National Intelligence Priorities Framework; and check whether programs and budgets meet mission goals and fill gaps. As mission managers, they lead planning and programming, oversee budget execution, work with other agencies and policymakers, guide workforce training and capability needs, and help set governance and policies. The Director must provide staff to the council, and other intelligence heads must give it the support the Director requires.
