The Attorney General and other federal law enforcement leaders must quickly tell the Director of National Intelligence about foreign intelligence they learn during criminal investigations. The Attorney General will make rules with the Director about how to share that information. He can allow limited exceptions for certain kinds of intelligence or certain targets if sharing would harm an ongoing investigation or other important law enforcement interests. Within 180 days after October 26, 2001, the Attorney General must create procedures, with the Director, so that when the intelligence community reports possible criminal activity by a foreign intelligence source, the Attorney General tells the Director in a reasonable time whether a criminal investigation will begin.
