Beginning in 2017, and every 4 years after that, the Director of National Intelligence must create a national intelligence strategy to guide the next 4 years (or longer if needed). The plan must match the latest national security strategy and other agency plans. It must cover both national and military intelligence, including counterintelligence; list the main current and future intelligence missions; explain how people, technology, partnerships, and other tools will be used; assess current, new, and future threats (including foreign spy services and insiders); describe roles across the intelligence community; point out key risks (like program, budget, and tech risks); and analyze factors that could affect performance over the next 10 years. The Director must send the completed strategy to the congressional intelligence committees within 45 days after it is finished.
