The Director of National Intelligence must publish an unclassified public summary after consulting the Directors of the CIA and the Defense Intelligence Agency. The summary must report intelligence about detainees held now or in the past at the Naval Detention Facility at Guantanamo Bay, Cuba, and say how likely they are to take part in terrorism or contact people in terrorist organizations. At least once a year, after consulting the CIA Director and the Secretary of Defense, the Director must update and republish that summary and include the number of former detainees at Naval Station, Guantanamo Bay, Cuba, who are confirmed or suspected of returning to terrorist activity after release or transfer.
