When the President issues or changes a presidential order, memorandum, or policy directive (including national security or presidential policy memoranda and their successors), the President must, not later than 7 days after that action, send that document to Congress through the Director of National Intelligence. The President must also send any classified attachment that gives directions to, creates requirements for, or places limits on any part of the intelligence community to the congressional intelligence committees and to the Subcommittee on Defense of the Committee on Appropriations of the Senate and the Subcommittee on Defense of the Committee on Appropriations of the House of Representatives.
