The Director of National Intelligence must send any proposed laws or bill text he wants included in that year’s intelligence authorization bill to Congress. He must deliver those proposals within 45 days after the President submits the annual budget to Congress, and they must go to the congressional intelligence committees and to both the Senate and House Appropriations Committees.
