The leader of a covered element of the intelligence community may make one or more education partnership agreements with U.S. schools. The purpose is to encourage and improve teaching of foreign languages that are critical to the intelligence community’s ability to do U.S. national security work. Under such an agreement, the agency may loan equipment and teaching materials to the school. It may give surplus computer or other commonly used school equipment even if other surplus-property laws would apply. The agency may provide staff to teach or help create language courses. It may involve faculty and students in agency research and help students get school credit for that work. The agency may also offer academic and career advice, and give cash awards or other items it finds appropriate.
