Defines three important terms used in this part. "Covered element of the intelligence community" means the agencies named in subparagraphs (B) through (L) of section 3003(4) of this title. "Educational institution" means a local educational agency (see section 7801 of title 20), an institution of higher education (see section 1002 of title 20, except those in subsection (a)(1)(C) of that section), or another nonprofit that teaches foreign languages important to intelligence work. "Dedicated personnel" means intelligence community employees and private citizens, including former federal civilian employees who left voluntarily and members of the U.S. Armed Forces who were honorably discharged, honorably separated, or generally discharged under honorable circumstances and then rehired voluntarily to do the activities allowed under this part.
