The Director of National Intelligence can allow the President of the National Intelligence University to accept competitive research grants. Qualifying grants are awards for research with a scientific, literary, or educational purpose, given by a Federal agency or by a corporation, foundation, school, or similar group set up mainly for those purposes. The Director must create an account to hold those grant funds, and the University President must use the money according to grant rules and applicable regulations. Appropriated funds may pay the University’s costs to apply for or pursue such grants, and the Director must write rules to manage this.
