The Director of National Intelligence must set up and run inspections for every U.S. agency and department that handles classified national security information to make sure they protect intelligence sources and methods and use good counterintelligence practices. The Director must also require an annual check of who is on lists that get classified information, and keep only people who have a specific "need to know," as the Director decides. The Director must create a process so each intelligence element’s leader makes all employees file the financial disclosure forms required under subsection (b) of section 1.3 of Executive Order No. 12968 (August 2, 1995; 60 Fed. Reg. 40245). Finally, the Director must put in place programs and procedures to keep sensitive human intelligence from being disclosed by employees.
