Each year the Director of National Intelligence must send a report to the congressional intelligence committees. The report is done through the Office of Civil Liberties, Privacy, and Transparency and with help from the intelligence community’s privacy and civil liberties officers. Congress says the People’s Republic of China seems to be aiming intelligence efforts at the Chinese‑American community. That can lead to unfair suspicion, stereotyping, and racial profiling. The government must warn and protect Americans of Chinese descent and protect their constitutional rights. The annual report must review how China‑focused intelligence rules and actions affect the privacy, freedoms, and civil rights of Americans of Chinese background and give recommendations to protect them. The report should be unclassified but may include a classified annex.
