The Director of National Intelligence can create and train a National Intelligence Reserve Corps — a group to temporarily rehire former full‑time intelligence community employees on a voluntary basis during emergencies the Director decides. Only people who previously worked full time for an element of the intelligence community may join, and the Director must set the rules for participation. The Director can pay travel and per diem for training related to the Reserve Corps. A person drawing an annuity from the Civil Service Retirement and Disability Fund can be rehired without losing that annuity and is not treated as an employee under chapter 83 or 84 of title 5. Temporary rehires in the Reserve Corps do not count against any staffing limit for the Office of the Director of National Intelligence.
