The Director of National Intelligence must publish, within 180 days after December 20, 2019, a report for the public, Congress, and the intelligence community workforce with summary demographic data and information on diversity and inclusion efforts. The report must include unclassified analyses of barriers to inclusion; overall demographic data by workforce segment and grade or rank; rates of leaving and promotion; checks against validated inclusion measures like the New Inclusion Quotient; comparisons to the non-government and civilian labor forces; an analysis of applicant flow data (including what share and levels of jobs are covered and any policy changes); demographic info on who attends professional development programs and how many later move into senior posts; any voluntarily collected demographics about external advisory groups; and it may show data as percentages to protect classified details. By March 31 each year, the Director must send a similar report to the workforce, the public, and Congress that adds demographic details such as average years of service overall and by level (General Schedule, Senior Executive Service, Senior Intelligence Service, or equivalent) and by career category, plus the applicant-flow analysis and professional-development placement data. The Director must build a system to collect and study applicant-flow data for as many jobs as practical, focusing on senior and management posts, and may phase the rollout based on resources. The Director may recommend to OMB and Congress whether to collect more detailed demographic categories, but must consult employee groups, explain the purpose and legal protections to staff, and follow federal standards. Defined terms (one line each): - Applicant flow data: tracks how different demographic groups apply for jobs. - Appropriate congressional committees: specified Senate and House committees on foreign relations, armed services, homeland security, intelligence, and appropriations. - Diversity: differences by gender, race, ethnicity, disability, veteran status, sexual orientation, gender identity, national origin, and other demographic categories.
