Heads of executive agencies must require training under Executive Order 13526. People who can originally classify information must get training every year. Workers who do derivative classification or who handle, prepare, share, or publish classified material must get training at least once every two years. The training must teach how finished intelligence products should be formatted, how to use classification and portion markings correctly, and what incentives or penalties apply. Agencies must make successful completion (shown by a certificate or record) a requirement to get or keep original classification authority. They must run the training efficiently and combine it with other required security or intelligence training to cut costs and paperwork.
