Even if other laws don't specifically mention it, a secrecy agreement for a non‑government person doing intelligence work may include terms needed for that job. It must forbid sharing classified information unless the U.S. government allows it, and it must not stop disclosures to Congress or to an authorized executive‑branch official to report violations of U.S. law.
