"Appropriate congressional committees" means the congressional intelligence committees and these specific committees in the Senate and House: Armed Services, Appropriations, the Senate Committee on Homeland Security and Governmental Affairs, the House Committee on Homeland Security, and the House Committee on Oversight and Reform. "Appropriate industry partner" means a contractor, licensee, or grantee (as defined in Executive Order No. 12829) that takes part in the National Industrial Security Program. "Continuous vetting" has the meaning in Executive Order No. 13467. "Council" means the Security, Suitability, and Credentialing Performance Accountability Council or its successor. "Reciprocity" means federal agencies accepting each other’s decisions about who may access classified information. "Security Executive Agent" means the officer who serves in that role under 50 U.S.C. 3162a. "Suitability and Credentialing Executive Agent" means the Director of the Office of Personnel Management acting in that role under Executive Order No. 13467, or a successor.
