Agency leaders keep their authority to classify information, to keep things already classified classified, and to allow or deny access to special access programs. The Director of National Intelligence also keeps their intelligence-community powers, including protecting intelligence sources and methods as required by section 3024(h) of this title. This does not change FOIA or Privacy Act exemptions. It also does not let agencies withhold information from Congress.
