The Director of National Intelligence must create a new unit called the National Virtual Translation Center. Its job is to link parts of the intelligence community that collect, store, translate, or analyze digital voice and data, and to give timely, accurate translations of foreign intelligence to all intelligence agencies. The Director keeps direct control of the Center. It must use the latest suitable information technology. Staff can work at government‑certified secure facilities or other places the Director approves. The Center must be set up as soon as possible after November 27, 2002, and no later than 90 days after that date.
