Title 50 › CHAPTER 45 — MISCELLANEOUS INTELLIGENCE COMMUNITY AUTHORITIES › SUBCHAPTER IV — COLLECTION, ANALYSIS, AND SHARING OF INTELLIGENCE › § 3363
The Director of National Intelligence must create and keep a list of people and groups known or suspected to be international terrorists. The list is called the Terrorist Identification Classification System. The Director must set rules for adding or removing names, base decisions on intelligence from all available sources, and follow laws that protect information about U.S. persons. The Director must share the list and related information with federal, state, local, and appropriate foreign or international partners, while protecting intelligence sources and methods. The Director must make the system work with other government systems and use technology that helps identify people in the field. By March 1, 2003, the Director must report to the congressional intelligence committees on what kinds of list information will or will not be shared and why, including when sharing would be inappropriate to protect sources and methods. No later than one year after November 27, 2002, the Director must report again on the system’s status and certify whether it has the needed intelligence, whether users can access it properly, whether it helps U.S. domestic security, and what fixes are needed if not. The congressional intelligence committees are the Senate Select Committee on Intelligence and the House Permanent Select Committee on Intelligence.
