The Director must keep looking for ways to make STEAM (science, technology, engineering, the arts, and math) education better so the United States has people with the skills needed for long-term national security. The Director must run programs to carry out those improvements and must name one or more people inside the Agency to give advice and help on STEAM education and training. The Director may give grants, cash awards, accept volunteer help, support contests and ceremonies, and make education partnership deals with schools. Eligible groups for help include federal and state agencies, local governments, individuals, nonprofits, and private organizations. “Educational institution” covers K–12 schools, colleges, universities, and other schools focused on STEAM and related fields. “State” means the 50 states, the District of Columbia, Puerto Rico, the Northern Mariana Islands, and other U.S. territories. Under partnership deals, the Director can loan equipment, provide teachers or staff help, offer faculty sabbaticals and student internships, involve students and faculty in Agency projects (including research and technology transition), help students get academic credit for that work, and give students career advice. The Director should give priority to partnerships with Historically Black colleges and universities, other minority-serving schools, and schools that serve women and other groups underrepresented in STEAM.
