Title 50 › Chapter 46— CENTRAL INTELLIGENCE AGENCY › § 3527
Creates a Chaplain Corps in the Agency to give spiritual and pastoral care to employees of all faiths and to non-religious staff. The Corps must have at least 6 chaplains, with at least 3 as full-time Agency staff and at least 3 as contractors. Chaplains must be based at the Agency headquarters but will travel as needed to serve personnel. Chaplains may only serve in their chaplain role, and the Director must quickly fill any vacancies. The Director may set pay but cannot pay a chaplain more than the maximum basic pay for GS–15 under section 5332 of title 5. The Director appoints a Chief of Chaplains who reports directly to the Director, runs the Corps, and advises the Director on chaplain care, training, and religious accommodation policy. Agency offices must consult the Chief on best practices. The Director must give chaplains security clearances (including a one-time read-in), provide workspace at headquarters with privacy protections, and may not force chaplains to perform rites that violate their conscience or ordaining body. At least once a year, the Director must report to Congress on compliance.
