Title 50 › CHAPTER 47 — NATIONAL SECURITY AGENCY › § 3614
Creates the Louis Stokes Educational Scholarship Program to train people, especially minority high school students, for work the National Security Agency needs. It covers undergraduate and graduate study in areas like math, computer science, engineering, and foreign languages. The Secretary of Defense can assign civilians, whether or not they already work for the NSA, to accredited schools for this training. The NSA can pay or reimburse training expenses, but only when money is provided by Congress. Students must sign an agreement to stay working for the NSA during the training and to finish the course. After finishing, they must work for the Agency for one and a half years for each year (or part) of study. If a student leaves or is fired for misconduct before finishing, they must pay back all training costs (not including pay). If they leave after finishing but before their service time ends, they must pay back a part of the cost equal to the part of the service time they did not serve. That repayment is a debt. A bankruptcy discharge does not cancel this debt if the discharge happens within five years after the service obligation ends. The Secretary of Defense can forgive or reduce the debt. Someone who quits before a second year must be allowed to repay in monthly payments that finish within five years after they quit. Recruiting must be done openly and like normal campus hiring. The Secretary can make rules to run the program. Two other federal rules (Chapter 41 of title 5 and parts of 31 U.S.C. 3324) do not apply to this program.
