The Secretary of Defense may take money from anyone (including foreign governments or international groups) to pay for work under the Cooperative Threat Reduction Program, but only if the Secretary of State agrees. Those contributions go into a separate Treasury fund that the Department can use without another congressional appropriation. If the money is not spent or committed within 3 years, it must be returned to the donor. Within 30 days of getting a contribution, the Secretary must tell the appropriate congressional committees the amount, purpose, and who gave it. The Department cannot use the money until 15 days after that notice. The Secretary must also give the congressional defense committees an implementation plan before using any contributed funds and send updates as needed. “Appropriate congressional committees” means the congressional defense committees and the House Committee on Foreign Affairs and Senate Committee on Foreign Relations.
