Cooperative Threat Reduction money must not be spent or committed for peacekeeping activities, housing, environmental cleanup, job retraining, or helping convert military industries to civilian use. It also cannot be used to eliminate ordinary (conventional) weapons or their delivery vehicles, unless a delivery vehicle could reasonably be used or changed to carry chemical, nuclear, or biological weapons.
