Title 50 › Chapter 1— COUNCIL OF NATIONAL DEFENSE › § 4
The Council of National Defense must make rules for how it works, and the President must approve them. It must set up the advisory commission so its research and investigations build useful knowledge and are shared in meetings and reports. The council can create helper groups for special studies, either by hiring experts or by forming unpaid committees of qualified people to guide those experts.
