The Commission must tell each claimant if their claim is approved or denied. If it approves the claim, it must say how much will be paid. If a claim is denied or paid for less than the full allowed amount, the claimant can ask for a hearing under rules the Commission sets. The hearing can be before the Commission or its representatives. After the hearing, the Commission can keep, change, or reverse its earlier decision. The Commission’s decision is final on facts and law and cannot be reviewed by other U.S. officials or by a court. The Comptroller General must record payments that follow the Commission’s decision in the officers’ accounts.
